Civic issues
Topics getting the most attention in Boise public meetings, ranked by how frequently they come up.
Owyhee Park pickleball court conversion
The city plans to convert Owyhee Park's tennis courts into 12 dedicated pickleball courts, addressing a citywide shortage of dedicated pickleball play. The Parks Commission backed it 5-1 and most public comment favored it, but neighbors near the park are worried about noise.
Alta Harris Park Phase 2 Construction
Construction bids for the 20-acre Southeast Boise riverside park came in higher than expected, so the council added $395,000 in park impact fees to keep the project on track. Phase 2 brings the big amenities — sports fields, paths, a Greenbelt connection, and a restroom — with groundbreaking expected within weeks.
Citywide Cultural and Creative Industries Master Plan
The city is drafting a 10-year cultural plan with four goals: building cultural infrastructure, investing in creative livelihoods, expanding access to cultural opportunities, and strengthening cultural visibility and communication. It's based on a survey of over 1,000 residents and 127 organizations, and it will shape how the department funds and supports artists for the next decade.
Accessibility in Julia Davis Park
The council put $140,000 toward making the Julia Davis Rose Garden more accessible — new accessible paths, seating, irrigation and soil replacement — using budget-neutral Heritage Fund transfers.
West Boise library branch seed funding
Roughly 32,000 residents — concentrated in West Boise — live outside the three-mile library radius and have asked for access for four years. Council members split on whether to shift to a two-mile goal or focus on equity-based access measures, but most agreed to have staff bring back cost estimates for closing the gap.
Idaho 250 drone show and Ann Morrison celebration
Ann Morrison Park's July 4th evening celebration adds a first-ever drone show, two beer gardens, more food vendors, and 72 extra ADA parking spots at Catherine Albertson's park. Americana Boulevard and Crescent Rim closures are planned.
Eckert Road Greenbelt underpass
The Eckert Bridge failure has cut off a key Greenbelt link in East Boise; $1.2 million was appropriated to build the underpass in step with ACHD's bridge reconstruction starting this fall.
Library space shortfall and square-footage goal
Boise's five libraries total about 131,000 square feet — roughly 0.52 square feet per resident — about 20-30% short of what's needed today, and more as the city grows toward 280,000 people by 2045. Council seems ready to add a square-footage-per-capita goal alongside the existing three-mile proximity rule, which shapes how and where library space gets built.
