Civic issues
Topics getting the most attention in Boise public meetings, ranked by how frequently they come up.
Property tax rebate program
The council renewed Boise's rebate program for residents on fixed incomes, funded at $900,000 — the only such city program left in Idaho.
Strong city finances driven by development fees
The Q2 report shows the general fund on track, with $15.1 million in development fees collected — 72% of budget and $2.7 million ahead of last year, driven by Micron and other big projects. Liquor tax revenue keeps sliding, projected $214,000 under budget.
How the district tax grows with new homes
A resident asked whether the CID tax base is fixed — it isn't. New homes keep getting added within fixed boundaries, and the levy rate stays fixed, so the district budget grows while individual bills rise only with home values.
Non-consent towing fees
Towing and storage fees for nonconsent tows are going up under ORD-18-26. If your car is ever towed without your consent, expect higher bills.
FY 2025 Impact Fee Collections and Spending
Ada County wants cities, including Boise, to adopt new one-time fees on new homes and businesses to help pay for EMS, jail and coroner capital needs. The fees only fund capital improvements, not operating costs, and require several city ordinances and agreements before collection can begin.
CCDC / housing authority / city MOU
A partnership agreement between the urban renewal district, the housing authority and the city moved forward on the consent agenda — a framework for housing and redevelopment collaboration.
